The Belarusian .BY domain has a new administrator and the Whois service is now operational.

The technical administrator of the .BY domain is hoster.by (UP "Reliable Programs") - the ICANN organization approved the application to transfer the administrator rights to this company.

The new administrator updated the rules for registering .BY domain names based on the instructions of the Operational and Analytical Center under the President of Belarus (OAC), "On the Procedure for Registering Domain Names in the Hierarchical Namespace of the National Internet Segment." Furthermore, with the arrival of the new administrator, the Whois service has been launched for the domain, accessible at cctld.by. Individuals can now hide their Whois data free of charge.

The new rules, in particular, eliminate the 30-day free domain name reservation period and the OAC application approval process, which delayed the registration process by several days. However, the rules state that "if inaccurate information about the domain administrator, the contract details, the domain in the registry is discovered, or if there is information about violations related to the use of the domain name, the administrator of the national domain zone has the right to suspend the delegation, domain administration, or exclude the domain from the registry." This significantly simplifies the domain delegacy process.
