You can pay a traffic fine using WebMoney.

The WebMoney online payment system, in collaboration with Imexbank, has introduced the ability to pay traffic fines online. To do this, on the ukrbuy.com website, payers must select their registered district and enter the details from the traffic police order regarding the fine, as well as their full name, tax identification number, and contact information.The fine payment is debited from the hryvnia WebMoney wallet and sent to the designated recipient (the budgetary organization) via a regular bank transfer, as if the payer had deposited the funds at the bank's cash desk. Immediately after payment, the payer receives a link to the receipt, which, if necessary, can be printed and stamped at any Imexbank branch.

As a reminder, WebMoney previously provided its users with the ability to send bank transfers to any Ukrainian company directly from their e-wallets.
