єДекларация — a new temporary service for entrepreneurs
The Diia portal has made it possible to submit a declaration on the implementation of economic activities in electronic form.
Ukrainian entrepreneurs can obtain the documents necessary for running their businesses online in minutes.
The service was implemented through the joint efforts of the Ministry of Digital Development, the Ministry of Economy, and the Office for Effective Regulation (BRDO) and will be available during the period of martial law.

At the beginning of May, the Cabinet of Ministers updated somerulesConducting business activities under martial law. The mechanism for Ukrainian entrepreneurs to submit declarations for permits and licenses has been improved.
The launch of the eDeclaration has simplified the process of obtaining permits. This can now be done electronically through the Unified State Web Portal for Electronic Services, including through the Diia mobile app.
Who can use the service?
Sole proprietors or LLC managers who continue to carry out entrepreneurial activities, but:
- due to the war, the location of business changed;
- want to renew permits that expired before February 24, 2022, that is, before martial law was introduced in Ukraine;
- They were forced to change their type of activity, and they needed a license to carry out the new one.

Are there any exceptions to filing a declaration?
A legally approved list of types of economic activities thatcannot be made on the basis of the submission of a declaration under martial law,—HERE.
How to file a tax return online?
- Go to the Diia portal → Services → Citizens → Entrepreneurship → eDeclaration
- Log in using:

Is it possible to obtain a declaration offline?
Yes. If you are unable or unwilling to receive an electronic copy of the document, you can submit a paper declaration of business activity at your nearest Administrative Services Center (ASC).

An eDeclaration can replace 374 (!) types of permits. Let's say you own a small coffee shop. To operate legally, you need to have:
- license for the right to carry out retail trade;
- permission to use outdoor advertising;
- many other important documents (about 25).
Obtaining all these official documents takes a considerable amount of time. You'll have to visit at least six government agencies, stand in line, and wait for positive decisions from officials of varying ranks. This bureaucratic "quest" can take 3-3.5 months.
An eDeclaration will save you time, nerves, and resources:
- It only takes 3 minutes to complete the registration.
- There is no need to wait 10, 14, 30 or more days for officials to make a decision.
- You can start working immediately after receiving the document
Will the eDeclaration be valid after the war?
No. No later than three months after the end or cancellation of martial law in Ukraine, you will need to contact the relevant licensing and permitting authorities and obtain the necessary paperwork in accordance with the procedure established by law.
